WHAT IS IT?
Federal government program to meet the needs of millions of low-income families by
offering low-interest mortgages to first time home buyers. Brazil has never had a
policy so clearly designed to provide housing for the poor and the lower middle
classes.
Prioritizing households with 0-3 minimum salaries(600-1800reals per month) Housing
loans also available to home-buyers with up to 5000reals per month)
SUITABLE AREAS
Municipalities with population between 20-50,000 where urban population is minimum
70%.Area must have above average population growth with at least 5% growth from
years 2007-2010
HOW DOES IT WORK?
-Federal gvnt allocates resources/funds to housing deficit areas
-States,municipalities register families and prioritize those with 0-3 salaries
-Developers present projects to the lending bank(Caixa Economica)and
partner/co-operate with the relevant authorities
-Caixa analyses project,accompanies it`s build and liberates funds for mortgages to
selected families
-Funds deposited with the developer
CRITERIA FOR PRIORITIZING PROJECTS
-low sales price
-Existence of water,sewage and electrical lines
-social structure to create demand for the housing units
-located in urban municipalities with 20-100,000 inhabitants
CONDITIONS
TO BUY
-Mortgage repayments cannot exceed 10% of income
-Interest payments dependent on income bracket
-30year mortgage can be 100% financed with
1)Larger re-payments-reduced over time
2)Same re-payments-increase over time with I/R`s

Reduced corporation tax for developers; 1-6.9%

Loan extentions from 30-35 years now offered to first time buyers in all applicable
income brackets.
Interest rates have fallen from over 10% in the past year to 8.85% now and could go
down to 7.8% for borrowers
